## Description

This notice is being published in accordance with the Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract.

The statutory authority for this sole-source procurement is 10 U.S.C. § 3204(a)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a firm-fixed-price sole source contract to Stantec Consulting Services Inc. for Design-Bid-Build (DBB) Architect/Engineer (A/E) services for a 15-acre property located at the old Walter Reed Medical Center site in Washington D.C.

In 2021, Stantec, serving as the A/E preparer of a Design-Build (DB) Request for Proposal (RFP), provided USACE with the project’s DB RFP Documents. A construction contract was not awarded due to lack of competition and funding constraints. Due to the size and complexity of this project, The Department of State (DOS) requests that full DBB documents be prepared for this project.

The time that will be required for a new A/E to familiarize themselves with Stantec’s deliverables, the project history, and project coordination will likely result in longer lead times and duplication of efforts already completed. It is anticipated that this will result in detrimental cost impacts to the Government. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency.

Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they meet the requirement. A determination to compete this proposed acquisition based upon responses to this notice is solely at the discretion of the Government.
