## Description

The U.S. Army, through the 413th Contracting Support Brigade, Regional Contracting Office – Hawaii, intends to award a sole-source, firm-fixed-price contract to Motorola Solutions Inc. (CAGE: 78205), located at 7031 Columbia Gateway Drive, Linthicum Heights, MD 21046. This contract will provide sustainment services for the Indo-Pacific Partners (IP2) Land Mobile Radio (LMR) ASTRO 25 – 7.17.3v system across Hawaii, mainland Japan, Okinawa, and South Korea.

Services include preventive and corrective maintenance, remote system monitoring, cybersecurity support, and emergency response coordination to ensure 99.9% system uptime. These services are essential to maintaining secure and reliable communications for installation operations and first responders supporting Army, Air Force, Navy, and Marine Corps missions throughout the Indo-Pacific Area of Responsibility (AOR).

**Base Year:** 31 March 2026 – 30 March 2027 Option Year 1: 31 March 2027 – 30 March 2028 Option Year 2: 31 March 2028 – 30 March 2029 Option Year 3: 31 March 2029 – 30 March 2030 FAR 52.217-8 Extension: 31 March 2030 – 30 September 2030 Estimated Total Value: $22,354,135.01 Authority: This acquisition is being conducted under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Motorola Solutions Inc. is the original equipment manufacturer (OEM) of the IP2 ASTRO-25 system. The proprietary nature of Motorola’s software, firmware, and diagnostic tools precludes third-party access and maintenance. Motorola maintains certified personnel and secure infrastructure across all required geographic areas.

**Justification:** A Justification and Approval (J&A) for Other Than Full and Open Competition has been prepared in accordance with FAR 6.303 and will be posted in accordance with FAR 6.305.

**Submission Instructions:** This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement and/or proposal, which shall be considered by the agency.
