Mayo Lock and Dam is located on the Arkansas River at navigation mile 319.6. It is in LeFlore and Sequoyah Counties about nine miles southwest of Fort Smith, Arkansas. The lock has a 110-foot by 600-foot chamber with horizontally framed miter gates. It has a 20-foot normal lift and 24-foot maximum lift. The dam consists of an 850-foot-long concrete spillway section in the river channel and a 6700-foot-long left embankment which is designed as an overflow section. The concrete spillway is a low apron and sill surmounted by (12) 60-foot by 21-foot tainter gates separated by 10-foot piers. Extending approximately 700 feet upstream of the lock’s upstream guide-wall are a series of three sheet pile structures used to align downstream-bound vessels to the lock wall. The upstream-most cell (Alignment Cell 3) was destroyed in 2023. The replacement structure will be constructed in the same location. Background information on the demolished Alignment cell 3 includes: Constructed around 1973. 52.5-foot diameter. The exterior wall was driven 46’ PS-28 steel piling driven approximately 14.5 feet to rock. The interior was filled with quarry run stone and capped with concrete. All prospective prime contractors or subcontractors interested to learn more about the Tulsa District’s upcoming pile structure project are invited to attend. This questionnaire is part of the Virtual Industry Day that was held on June 5, 2024. As describe below, the upstream-most cell (Alignment Cell 3) was destroyed in 2023, and the Tulsa District is exploring the use of Fiber Reinforced Polymers (FRP) in its replacement construction for a potential upcoming design-build project replacing a pile structure used to align the downstream-bound vessels to the lock wall. This notice is being issued for additional planning and information purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The response is voluntary, and the Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this notice. Project Description: W.D. Mayo Lock and Dam is located on the Arkansas River at navigation mile 319.6. It is in LeFlore and Sequoyah Counties about nine miles southwest of Fort Smith, Arkansas. The lock has a 110-foot by 600-foot chamber with horizontally framed miter gates. It has a 20-foot normal lift and 24-foot maximum lift. The dam consists of an 850-foot-long concrete spillway section in the river channel and a 6700-foot-long left embankment which is designed as an overflow section. The concrete spillway is a low apron and sill surmounted by (12) 60-foot by 21-foot Tainter gates separated by 10-foot piers. Extending approximately 700 feet upstream of the lock’s upstream guide-wall are a series of three sheet pile structures used to align downstream-bound vessels to the lock wall. The upstream-most cell (Alignment Cell 3) was destroyed in 2023. The replacement structure will be constructed in the same location. Background information on the demolished Alignment cell 3 includes: Constructed around 1973. 52.5-foot diameter. The exterior wall was driven 46’ PS-28 steel piling driven approximately 14.5 feet to rock. The interior was filled with quarry run stone and capped with concrete. In accordance with FAR 36.204/DFARS 236.204, the estimated construction price range for this project is between $5,000,000.00 to $10,000,000.00.
