This market research is for identifying mature commercial software solutions and software support services including maintenance, feature improvements / enhancements, integration, testing and other technical services. This market research is for potentially procuring annual software licenses of the identified mature commercial software solutions. The Government will evaluate market information to ascertain the potential market capacity/capabilities and develop a procurement strategy for this capability. (U)This market research does not include hardware or vendors to develop a new software solution. (U) Access to Controlled Unclassified Information (CUI). The detailed technical requirements contain Controlled Unclassified Information (CUI) and will only be accessible upon request. Offerors must use the "Request Access" button within SAM.gov to initiate access. The system will automatically provide the Government with the offeror's UEI and CAGE Code. The Government will verify the offeror's Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance (self-assessment) before granting access. Approved offerors will access the full technical requirements directly through SAM.gov and must adhere to all CUI handling and safeguarding requirements as outlined in DoD Instruction 5200.48 [1]. Non-compliance may result in access revocation and disqualification. Early submission of access requests is strongly encouraged. (U) This RFI is for a Network Operations (NetOps) software platform that provides the ability to install, operate, maintain, and protect the Unified Network. The software must provide Network Management/Enterprise Systems Management (NM/ESM), Cybersecurity, and Information Dissemination Management/Content Staging (IDM/CS) capabilities. (U) The end state is a network operations software that provides a continuously modernizing, secure, and resilient network that enables the effective conduct of Multi-Domain Operations (MDO). There is no final end state, but rather a perpetual evolution to keep pace with technology.
