The CENWO currently plans to execute this project in Two Phases, and the preliminary planning and design stage is underway to develop acquisition documents for the following: Phase I (Design-Build Central Utility Plant and Parking Garage): Phase I consists of a Design-Build construction contract to design and build the Central Utility Plant, approximately 2500 LF of Utilities Corridor connecting the new CUP to the hospital and other buildings on campus, a road extension, and a 660-space Parking Garage. It will also include interior demolition of the existing boiler plants and new connections in the main hospital. The construction area is north of the hospital between the hospital and the fence line with the Ft. Harrison National Guard Training Center. Central Utility Plant (CUP): The Central Utility Plant (CUP) will provide a steam and chilled water generation system for the current hospital complex and the expansion projects under Phase II, replacing the existing plant in B171. The Government estimates the CUP building will be approximately 30 ft. tall, with a floor area of roughly 15,700 ft2. It has an F-1 occupancy classification and is considered a moderate hazard per IBC 2021. It will be designed with exterior face brick to match the brick used elsewhere on campus. The CUP shall comply with VA guidelines and codes, including VA Steam, Heating Hot Water, and Outside Distribution Systems Design Manual. Utilities Corridors: The new CUP shall be connected to the hospital complex and existing steam and chilled water systems via the distribution system. The distribution system is primarily routed underground in new utility corridors (approximately at least 8'x8') and inside of the existing buildings to provide building cooling, heating, and domestic hot water needs to the following structures: Building 154 (Main Hospital and all additions), Building 141 (Administration), Building 169 (the RRTP), Future Acute Care Building (to be constructed as part of Phase II of the project), Accommodation of future Building 173 (New OP Mental Health facility – to be constructed by others). The connection from the CUP to the Main Hospital Building will be through a primary utilidor to Mechanical Room B100, located in the basement of Building 154. Utility piping from the primary utilidor will reach the final equipment connections using secondary utilidors from the primary. The Designer of Record (DoR), with the approval of the Government, may use the Main Hospital basement crawlspace to make connections to other facilities instead of secondary utilidors. In addition to steam, steam condensate, and chilled water piping, the utilidors must have lighting, ventilation, fire protection, and drainage per code and VA requirements. The design of the utilidor must ensure a safe working environment, meeting all requirements. Parking Garage: The parking garage is an approximately 660-space parking structure. The project includes site improvements, rerouting of existing streets, site utilities, and a covered walkway. The facility will also include facility vertical transportation, facility mechanical, electrical, communications, and fire protections systems. The facility shall meet life safety, physical security, and accessibility requirements. The new parking garage will have optional covered parking and serve as the primary drop off location for the VA medical center, building 154. An attached covered walkway will connect the garage to the entry of building 154. The facility will have vertical transportation lobbies at each level. The exterior wall construction will consist of ornamental brick over concrete parking structural frame and vehicle barriers. The parking structure will not include any conditioned space. CENWO intends to issue the Phase One solicitation for the Design-Build Construction Services (of a Two-Phase Design-Build Acquisition IAW FAR Part 36) sometime in late January 2024 for an award in July 2024. Phase II (New Acute Care Building, Hospital Seismic Upgrade, Hospital Renovation, and Site Improvements): Phase II consists of a construction contract (or contracts) to construct a three-story, 82,585 GSF Acute Care Building addition to the existing hospital on the south side, upgrade the existing hospital building to meet current seismic requirements, renovate most (approximately 185,000 GSF) of the existing hospital complex to accommodate a better Veteran Experience, upgrade the administration building to correct seismic and access deficiencies (approximately 37,000 GSF), and to correct physical security deficiencies throughout the campus. The Government is considering various delivery methods for Phase II, including Design-Build, Design-Bid-Build, and Integrated Design and Construction. New Acute Care Building (ACB) Addition: The new 82,585 GSF addition will consist of three stories with a partial basement, like the existing tower on campus. The new facility will house a new Surgery unit, Post-Anesthesia Care Unit (PACU), Intensive Care Unit (ICU), Med/Surg Inpatient Unit, Sterile Processing, and other support functions. The new ACB will serve as necessary swing space for the hospital's seismic upgrade and renovation. Hospital (154+) Seismic Upgrade: Upgrades mainly involve reinforcing steel and shotcrete to vertical elements such as stairs, elevators, and several exterior walls. Hospital (154+) Renovation: Renovate approximately 185,000 GSF of the existing hospital complex to house the Sleep lab, Education, Prep/recovery, Endocrinology, Pain Management, Lab, Logistics, Nutrition, Support, Emergency Department, Pharmacy, Imaging, Primary Care, Dental, Storage, IT, Engineering, Rehabilitation, and other services. The intent of the renovation is to: Create a new central public entry oriented toward the new parking garage, with a covered connector for the safety and comfort of veterans and visitors. Simplify the overall corridor system for more intuitive wayfinding for veterans and visitors. Place the new elevator core along an easy-to-discern axis aligned with the new public entry and existing elevator core and incorporate access from the recently added outpatient entry at Building 150. Ensure back-of-house connections for patient transport between Emergency, Imaging, Med/Surg Unit, and Surgery that avoid conflict with public corridors and elevators. Move the Emergency Department to a location that provides dedicated walk-in and ambulance entries, separate from and ideally not visible from the main public entry. Incorporate remote MRI into the Imaging Department and relocate the mobile imaging dock (PET Scanner) from the east basement level to the west 1st Floor level for shorter, safer patient transport distances. Reallocate delivery patterns between west 1st Floor dock and the east basement level dock to avoid transporting supplies and waste through public areas on the 1st Floor. Reconfigure 2nd Floor corridor toward westernmost service elevator to correct thru-traffic at Lab. Relocate Biomedical Engineering from the existing basement location to reestablish continuous service pathway in the area. Provide basement-level connection between existing facility and new elevator core for back-of-house service circulation. Extend the existing main service elevator to serve the basement level of the existing facility for better back-of-house service circulation. Replace existing MEP systems. Update façade and buildings to comply with VA PSRDM. Administrative Building (141) Seismic Upgrade and Renovation: Structural Seismic Upgrades mainly involve installation of diaphragm ties in floor slabs at each level. Installation of each element will require access to the slab from both top and bottom sides simultaneously. Minor renovations to the building will provide for better access, ADA compliance, and physical security updates. Upgrades to the MEP system to comply with sustainability goals and to take advantage of the new CUP. The Phase Two site visit is tentatively scheduled for 30-31 May 2024. Project Description: Project Scope. The existing site is situated near the property line that borders the adjacent National Guard installation to the north, the existing B170 warehouse building to the west, and a potential Outpatient Mental Health Facility (Building 173 – to be constructed by others) to the east. The site is located partially on an existing parking lot, and the rest of the site occupies open undeveloped space with natural vegetation. At various times, there are a fluctuating number of shipping containers that may be located on or near the site. The site slopes generally from the west to the east. Surface water runoff is mostly sheet flow, there are no identifiable concentrated f lows within the project site. Most of the campus has open section roadway (no curb and gutter), apart from the area immediately surrounding the main hospital facility itself. There are some identified utilities that run through the project site, like sanitary sewer, signal / telecom utilities, and some water lines. There are existing light poles along the perimeter of the existing parking lot. Closer to the hospital, there is irrigated turfgrass, but that does not extend to the project area. Service Access Road and Site Civil: Design and build all site prep and site work, utilities relocation, CUP site utilities, and a new access road connecting Devil's Brigade to Middle Road by extending Devil’s Brigade Way around the north end of campus to allow for service access to B170 once the existing Devil’s Brigade paralleling Patriot’s Way is closed for construction. Central Utility Plant: The structural system will be designed such that access to overhead pipe and duct support is possible. Design the building to allow all equipment to be installed and removed in the future. Given the building height (currently assumed to be about 30’), and approximate size of the new CUP facility (~15,700 sq. ft.) the building will utilize exterior load bearing concrete masonry unit wall construction with exterior face brick to match brick used elsewhere on the campus. Building 171 (operational boiler plant) must remain online until the requirements for commissioning and stable operation of the new CUP are complete. Building 171 is equipped with three (3) Superior fire tube low pressure steam boilers (2012 build) that feature a maximum allowable working pressure (MAWP) of 30 psig and have a rated capacity of 8,625 lb/hr steam. Additionally, the building is equipped with two (2) Superior fire tube high pressure steam boilers (2012 build) that feature a maximum allowable working pressure (MAWP) of 150 psig and have a rated capacity of 5,175 lb/hr steam. Building 171 shall be gutted and left in an environmentally controlled state. The new CUP is to be operational for a period of not less than 10 days prior to decommissioning this plant. Existing fuel tank. The existing ~10,000 gl fuel underground storage tank providing backup fuel to the boilers in 171 will have to be removed in accordance with Montana Department of Environmental Quality standards and the area restored. Existing Oxygen tank. A new Oxygen tank pad will be built near B170, and oxygen connections will be routed underground to the primary utilidor, then to the main hospital. The existing tank pad will be demolished after Oxygen tank removal (to be performed by others). Optional Secondary Utilities Distribution System, System Connection and Demolition: The secondary utilities distribution system is designed to connect the main utilities corridor (and the CUP) to building 169 (Room 180) and building 141B. Two separate secondary utilities corridors will connect to the primary utilidor along it’s run to the main hospital. One corridor will run west around the main hospital to building 169 (Room 180)’s mechanical room, and the other will run east around building 154 to the mechanical/boiler room at Building 141B. Work within the existing buildings includes connection of the new steam utilities from the CUP to the existing building steam systems and the replacement of the hydronic heating boilers in the Building 141B plant with shell and tube heat exchangers to convert the steam to heating hot water. The existing hydronic heating hot water distribution system within the buildings is to remain. Work within the existing buildings also includes connection of the new chilled water utilities from the CUP to the existing building chilled water systems. The existing chillers and chilled water distribution systems within the buildings are to remain as backup. The Phase One solicitation will close on or about 22 February 2024. The solicitation is Unrestricted and Open to Both Large and Small Business Participation. Site Visits: There will be no scheduled site visits during the Phase One solicitation phase. Phase Two: A Site Visit will be scheduled and additional information regarding the site visit will be provided in the amended solicitation via FAR Clause 52.236-27. The Phase Two site visit is tentatively scheduled for 30-31 May 2024. Project Description: Project Scope. An approximately 15,700 GSF Central Utility Plant (CUP) with utilities distribution system and an approximately 660 space Parking Garage north of the main hospital building, and the demolition/modification of the existing campus heating/hot water system and chilled water system. The existing site is situated near the property line that borders the adjacent National Guard installation to the north, the existing B170 warehouse building to the west, and a potential Outpatient Mental Health Facility (Building 173 – to be constructed by others) to the east. The site is located partially on an existing parking lot, and the rest of the site occupies open undeveloped space with natural vegetation. At various times, there are a fluctuating number of shipping containers that may be located on or near the site. The site slopes generally from the west to the east. Surface water runoff is mostly sheet flow, there are no identifiable concentrated f lows within the project site. Most of the campus has open section roadway (no curb and gutter), apart from the area immediately surrounding the main hospital facility itself. There are some identified utilities that run through the project site, like sanitary sewer, signal / telecom utilities, and some water lines. There are existing light poles along the perimeter of the existing parking lot. Closer to the hospital, there is irrigated turfgrass, but that does not extend to the project area. Service Access Road and Site Civil: Design and build all site prep and site work, utilities relocation, CUP site utilities, and a new access road connecting Devil's Brigade to Middle Road by extending Devil’s Brigade Way around the north end of campus to allow for service access to B170 once the existing Devil’s Brigade paralleling Patriot’s Way is closed for construction. Central Utility Plant: The structural system will be designed such that access to overhead pipe and duct support is possible. Design the building to allow all equipment to be installed and removed in the future. Given the building height (currently assumed to be about 30’), and approximate size of the new CUP facility (~15,700 sq. ft.) the building will utilize exterior load bearing concrete masonry unit wall construction with exterior face brick to match brick used elsewhere on the campus. Primary Utilities Distribution System and Building 171 Demolition: The primary distribution system is designed to connect the new CUP to the main hospital complex (building 154) and the existing steam and chilled water systems. The distribution system is primarily routed underground in a new utility corridor (approximately 8’x8’), to Building 154, Building 154A, Building 150, The primary connection from the CUP to the Main Hospital Building (154) will be through the primary utilidor. This connection will be made in Mechanical Room B100 located in the basement of Building 154. In addition to steam, steam condensate, and chilled water piping, the utilidors must be provided with lighting, ventilation, and drainage as required by code and VA design manuals. The utilidor design must provide a safe working space as required. Building 171 (operational boiler plant) must remain online until the requirements for commissioning and stable operation of the new CUP are complete. Building 171 is equipped with three (3) Superior fire tube low pressure steam boilers (2012 build) that feature a maximum allowable working pressure (MAWP) of 30 psig and have a rated capacity of 8,625 lb/hr steam. Additionally, the building is equipped with two (2) Superior fire tube high pressure steam boilers (2012 build) that feature a maximum allowable working pressure (MAWP) of 150 psig and have a rated capacity of 5,175 lb/hr steam. Building 171 shall be gutted and left in an environmentally controlled state. The new CUP is to be operational for a period of not less than 10 days prior to decommissioning this plant. Existing fuel tank. The existing ~10,000 gl fuel underground storage tank providing backup fuel to the boilers in 171 will have to be removed in accordance with Montana Department of Environmental Quality standards and the area restored. Existing Oxygen tank. A new Oxygen tank pad will be built near B170, and oxygen connections will be routed underground to the primary utilidor, then to the main hospital. The existing tank pad will be demolished after Oxygen tank removal (to be performed by others). Optional Secondary Utilities Distribution System, System Connection and Demolition: The secondary utilities distribution system is designed to connect the main utilities corridor (and the CUP) to building 169 (Room 180) and building 141B. Two separate secondary utilities corridors will connect to the primary utilidor along it’s run to the main hospital. One corridor will run west around the main hospital to building 169 (Room 180)’s mechanical room, and the other will run east around building 154 to the mechanical/boiler room at Building 141B. Work within the existing buildings includes connection of the new steam utilities from the CUP to the existing building steam systems and the replacement of the hydronic heating boilers in the Building 141B plant with shell and tube heat exchangers to convert the steam to heating hot water. The existing hydronic heating hot water distribution system within the buildings is to remain. Work within the existing buildings also includes connection of the new chilled water utilities from the CUP to the existing building chilled water systems.
