The North American Industrial Classification Code (NAICS) for this requirement is: 238290 – Other Building Equipment Contractors The related size standard is: $22 Million Formal Sources Sought Response Due – 7August2026 at 1:00 pm PT. Project Background. The work site is located at John Day Dam. Contractor access to the work site will be from I-84 Exit 109. The Government conducted visual and non-destructive testing inspections on the Below the Hook lifting devices at the powerhouse at John Day Dam in Rufus, Oregon. These inspections were performed from January 26 to January 28, 2026, in accordance with AWS D1.1 2025 and ASTM E709 standards. The goal was to assess the structural integrity of the powerhouse’s overhead lifting devices. The Government inspection yielded several cracks in five lifting devices and removed them from service. Project Scope. The scope of this project is to perform weld repairs on John Day’s Powerhouse’s lifting devices as identified in the inspection report. The work includes weld repairs on cracks found across five specific pieces of equipment: the 590 Ton Spreader Beam, the 310 Ton Spreader Beam #1, the 310 Ton Spreader Beam #2, the Lifting Device for Main & Intermediate Shafts, and the Lifting Device for the Runner at the Contractor’s facility. The repairs should follow AWS D1.1 and ASTM E709 methods and inspection standards to correct the identified deficiencies and restore the equipment to safe operational standards. The Government will assist the loading and unloading of the lifting devices to and from the Contractor’s truck using the powerhouse gantry crane. The Contractor will abate and remove lead paint at the cracks and spot repaint with a government approved paint system. Number and Type of Contracts: NWP contemplates awarding one firm fixed priced construction contract. The acquisition strategy decision has not yet been determined. Submission Instructions.
