The purpose of this requirement/action is to provide the United States Army Corps of Engineers (USACE) the unique training, workshops, practical lessons learned, and research papers and guidance IAW the Statement of Objectives (SOO). The statutory authority for this non-competitive acquisition is Federal Acquisition Regulation 13.106-1(b)(1)(i), single source (including brand name) under the authority of the simplified procedures for certain commercial items. 1.1.
