The purpose of this requirement/action is to provide the United States Army Corps of Engineers (USACE) annual subscription for the Bidder Inquiry service(ProjNet- BID) web service application and guidance IAW the Statement of Work (SOW) The statutory authority for this non-competitive acquisition is Federal Acquisition Regulation 13.106-1(b)(1)(i), single source (including brand name) under the authority of the simplified procedures for certain commercial items. 1.1.
