This is not a solicitation nor a synopsis of a proposed action under FAR Subpart 5.2. USACE is seeking to identify firms capable of meeting the below outlined requirement. The requirement is for trout production utilizing a firm fixed price schedule. USACE eventually intends to solicit firms that are interested in submitting a competitive, firm-fixed price proposal for the supply of hatchery trout and the transportation/release of those trout within the Willamette River Basin. 1. Sources Sought Objective 1.1 USACE is seeking firms capable of meeting the below requirements listed in section 2 for a multiple year indefinite delivery indefinite quantity (IDIQ) contract. The purpose is to identify small business concerns capable of meeting this requirement. 1.2 Attached to this Sources Sought is a mock delivery schedule to assist in understanding the volume of fish for this requirements. These documents are for example only. 1.3 This action will be a follow on requirement for W9127N-21-P-0130. 2. Description of Contractor Requirements 2.1. The Contractor will produce, rear and release up to 277,000 pounds of hatchery rainbow trout (Oncorhynchus mykiss) to various rivers, lakes, and waterbodies within the Willamette Valley River Basin, based on the Delivery Schedule. Deliveries (stocking) will occur between February and November each year. Specific delivery dates will be coordinated with the COR. Hatchery trout (greater than legal size of 8 inches) will be released at two fish per pound (fpp) but can range from 1.75 to 2.25 fpp. Trophy sized fish will be released at one fpp ranging from 0.9 to 1.1 fpp. Trophy plus sized fish will be released at 0.5 fpp ranging from 0.4 fpp to 0.6 fpp. All hatchery trout must be of legal size being greater than eight inches in length. Prior to release, all fish must be rendered triploid, and certified healthy by a fish health specialist, as further described in paragraphs 2.3, 2.4, and 2.5. 2.2. The targeted poundage and number of rainbow trout (Oncorhynchus mykiss) for release during the performance of this contract are represented in the example Delivery Schedule attached. The number/pounds of fish shall not exceed these values. However, given the nature of fish production, some release targets may not be met and therefore a variance of no more than 5% below the maximum poundage and number of fish may be considered acceptable, as further described in FAR 52.211-16. Further, load sizes for deliveries may be adjusted after coordination with the COR but may not exceed the specified number/poundage in the contract/task order. 2.3. All rainbow trout produced and released must be triploid or otherwise rendered sterile. 2.4. All rainbow trout will be adipose fin clipped prior to release. 2.5. The Contractor will examine rainbow trout (Oncorhynchus mykiss) for disease no earlier than six weeks prior to release. The Contractor will not release any rainbow trout that show signs of disease. The Contractor will abide by state regulations for fish transportation and release. 2.6. The Contractor will provide the COR a draft bi-annual report detailing rainbow trout production and releases. The Contractor shall include the information required into a report and submitted via email to the COR on July 1 and December 1 of each year for which requirements exist. The Government will have three weeks from the time of submittal to provide comments back to the Contractor. The Contractor will revise the report as necessary and resubmit to the Government within three weeks following the Contractor’s receipt of the Government’s comments. 3. Submission Instructions 3.1. Please submit a capabilities statement demonstrating the capability to meet the example delivery schedule attached to the Sources Sought to the below listed point of contact via email no later than 16 May 2024. 3.2. Within the capability statement, please include, at a minimum, the following: 3.2.1 If you cannot meet the example delivery schedule, please include your capacity regarding how many total pounds of healthy, sterile, adipose fin-clipped rainbow trout you can deliver to various water bodies in the Willamette Basin. 3.2.2 Relevant experience successfully obtaining all required licenses and/or permits regarding fish propagation, fish transportation, etc. in the State of Oregon. 4. This IDIQ contract is being procured in accordance with the Architect and Engineering Selection Statute (formerly the Brooks Act) as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications outlined in Federal Acquisition Regulation (FAR) 36.602-1 and DFARS 236.602-1 for the required work. This synopsis will facilitate the award of one contract with capacity of $5 million and a duration of five years starting from the award date. North American Industrial Classification System Code (NAICS) is 541370, which has a size standard of $19 million or less in average annual receipts over the last 3 years. The wages and benefits of listed services employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act under http://www.wdol.gov, as determined relative to the employee’s office location (not the location of the work).
