The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Schweitzer Engineering Laboratories (SEL) substation relay and control equipment. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the Redstone Substation (Primary 4) Project located at Redstone Arsenal, AL. The project includes high voltage electrical power transmission lines and a new high voltage Primary Substation. The Schweitzer Engineering Laboratories (SEL) equipment for the substation work includes Overcurrent Protection Relays, Current Differential Relays, Bus differential and Breaker Failure Relay, Transformer Protection Relay, Power Revenue Meter, along with ancillary equipment. Application of SEL equipment is essential to meeting Government’s requirements, thereby precluding consideration of another product. There are twenty-three existing substations on Redstone Arsenal that all use SEL equipment. The SEL equipment is required to maintain compatibility and maintainability within the existing power grid system. SEL equipment is required for this project to integrate the expansion the new Primary Substation into the existing electrical SCADA system. It would be detrimental to Redstone Arsenal’s power system and jeopardize the system’s ability to operate if SEL equipment is not installed.
