The proposed project involves the design and construction of an approximately 600,000-square-foot, multi-story facility to consolidate the 16th Air Force's Information Warfare workforce. The new center will be a state-of-the-art, 24/7 facility designed to the highest security and technical standards, including ICD 705. The project will house over 3,000 personnel and support global cyberspace operations, intelligence, surveillance, and reconnaissance (ISR). The project delivery model will be a Progressive Design-Build (PDB) executed through an Other Transaction (OT) Agreement. The acquisition will be conducted in two phases: Phase 1: Design and Pre-Construction Services: The selected DB team will collaborate with the Government to advance the design and refine project requirements. Phase 2: Full Design and Construction: Upon successful negotiation of a fair and reasonable price, the OT may be modified to include the final design and construction.
