**W9124D26QA176Description:** The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform EM Cluster Technology Upgrade. The MICC - Ft Knox intends to award a contract, on a sole source basis in accordance with FAR 12.102(a) (DFARS CD 2026-O0028), Monaco Enterprises Incorporated (MEI) to support the U.S. Army Garrison Fort Knox.

Competition is restricted because Monaco is the sole proprietary manufacturer of the D-21 system hardware and software; utilizing any alternate vendor for this upgrade would immediately void the systems current warranty and manufacturer support under their existing maintenance contract.This solicitation will not be available through SAM.gov.
