Their mission is to train Unit Ministry Teams – Chaplains and Religious Affairs Specialist. In accordance with these assignments, USACHCS provides the following: USACHCS leverages the experience and expertise of top-notch Officer and Noncommissioned Officer Instructors and cadre as well as civilian educators to develop religious support professionals capable of serving a diverse force in any environment under any conditions. REQUIRED CAPABILITIES The Contractor shall provide a Doctor of Ministry for the Army CPE Resident Course in support of the areas specified in Program Background (above). Further details: This requirement is to arrange for a multi-year agreement between the Government and a contractor to solidify pricing, within a specified ordering period, for a Doctor of Ministry for the Army CPE Resident Course. This agreement ensures that Army CPE Students/Residents fully meets the requirements of Skill Identifier (SI) 7R, as defined in Army Regulation 611-21, Table 4-3. The Specialists in Spiritual Care and Instruction certified by this course ensure that the Army Chief of Chaplain can meet Army requirements for SI 7R Chaplains across the Army inventory. Certified 7R Specialists in Spiritual Care and Instruction also provide Garrison Commanders and other Chaplain leaders with qualified instructors who support the Army Chief of Chaplains intent to professionalize the Corps. All identified CPE Students/Residents will be provided with a course syllabus, course materials and required literature. The CPE Resident Doctor of Ministry class will be granted credit for each class completed in accordance with WTS requirements. The contractor will present a Doctor of Ministry degree upon each student after they satisfactorily complete all program requirements. Accept 18 credit hours from the CPE program to complete the 30 hours of academic credit required for conferral of the Doctor of Ministry Degree. This procurement will be competitively procured unrestricted, full and open competition. It is anticipated that this requirement will be awarded as a Firm Fixed-Price (FFP) single award IDIQ contract. The anticipated period of performance will be 14 July 2025 through 13 July 2030, resulting in a one-year base contract and four (4) year option ordering periods. Objectives: The objective of this course is a Doctor of Ministry degree for the Army Clinical Pastoral Education students (review the solicitation notating the quantity of students for each individual semester by line item) to develop and bolster professional, technical competence within Army formations by validating Soldiers professional skills, training, and work experience. Place of Performance: University/College Campus on Fort Jackson Basis for award: Award will be made to the responsible lowest price technically acceptable vendor quote, conforming to the Request for Proposal. The Contractor shall be a fully accredited seminary or school of theology recognized by the Department of Education and the Association of Theological Schools. The following factors shall be used to evaluate offers: Technically Acceptable - Quote meets the minimum requirements of the solicitation Technically Unacceptable - Quote does not meet the minimum requirements of the solicitation. Responsible sources shall provide the following: 1. Completed proposal amounts for each line item on page 3 and 4 of W9124C-25-R-A002 2.
