## Description

North Carolina Army National Guard intends to establish a Master Blanket Purchase Agreement (BPA) to facilitate the procurement for continuous Environmental Remediation Services. The Government anticipates this solicitation will result in a single BPA award. The Government estimates, but does not guarantee, that the total volume of purchases through this agreement will be $250,000 over a 5-year period.

The Contractor shall furnish all labor, supervision, and other items and services necessary for hazardous waste removal and disposal of solids and liquids as defined in the attached Performance Work Statement (PWS) and Description of Agreement (DoA). This procurement is being competed as 100% Small Business set-aside utilizing the North American Industry Classification System Code (NAICS) 562910, Environmental remediation services, with a size standard of 1,000 employees.

This procurement is being conducted in accordance with the regulations at FAR Part 12, Acquisition of Commercial Items; FAR Part 13, Simplified Acquisition Procedures; and FAR 13.303, Blanket Purchase Agreements. The Master BPA does not obligate any funds. The government shall be obligated only to the extent of authorized orders utilized via a properly executed BPA Call. There shall be no guaranteed minimum or maximum order limits established and no guaranteed dollar amount of expenditures with the vendor.

All BPA Calls will be initiated at the time the hazardous waste removal and disposal of solids and liquids are needed by a warranted Contracting Officer or a BPA Ordering Authorized Individual. Only a warranted Contracting Officer is authorized to initiate and complete a BPA call. The Master BPA will expire in five years from the date of award or when total purchases reach the BPA limit, $250,000, whichever occurs first.
