## Description

The Tracy Army Depot currently has three different manufacturers and systems for fire alarm (FA) controls, mass notification system (MNS), and radio transceivers. There are several facilities which require replacement of some or all equipment/systems, and other facilities that do not currently have one or all of the equipment/systems in operation.

Rather than continue to service these different systems that do not interface, the Tracy Army Depot plans to have a contractor replace and/or combine the three systems, replace the existing central receiving system to receive signal from the new panels and install a backup receiving system in an additional building. The awardee will have the opportunity to design an integrated system ensuring all equipment is compatible.

The bidders are free to determine whatever system they would like to use and the extent of any cannibalization of the existing equipment or whether they would like to replace all equipment currently installed. The primary requirement of this project is to ensure interoperability between all systems.

In the case of necessary servicing and upgrades, the Tracy Army Depot would prefer to have one system serviced instead of three, ensuring that all updates to any of the individual systems or functions are coordinated and compatible. This is being solicited as a 2-Phase Design Build Project. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(i), the magnitude of construction for the anticipated project is between $10,000,000 and $25,000,000.

Amendment 0001 - Issued 4April2025 to extend the bid due date, provided amended and updated Solicitation Section 002200 Instructions to Offerors, and provide for FRA clause changes and eliminations resulting from recently issued Executive Orders.
