Evaluation factor C is significantly less important. Thus, price is not expected to be the controlling factor in the selection of the offerors for this SATOC award. To be eligible for contract award, an Offeror must be registered in the System for Award Management (SAM). Register via the SAM website at https://www.sam.gov as well as Procurement Integrated Enterprise Environment (PIEE) system at Procurement Integrated Enterprise Environment (PIEE) (eb.mil).
