## Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, NOR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers – Norfolk District is anticipating a future procurement for a firm-fixed-price construction contract for the Gathright Dam Motor Control Center Electrical Repairs Project in Covington, Virginia.

**Description of Work:** The United States Army Corps of Engineers, Norfolk District, is seeking eligible firms capable of performing motor power, control, and instrumentation electrical renovations for the intake tower located at Gathright Dam, Virginia.

The primary electrical scope entails the replacement of existing 480-volt motor control centers (designated MCC2 and MCC3) with new motor control centers complete with starters, controls, incoming and outgoing feeders, incoming and outgoing conduits, control circuits, and field wiring.

Incidental work includes contractor field verification of conduit pathways, replacement of conduits directly affected by equipment replacements or compromised by corrosion in accordance with the conduit and cable schedule, and the replacement in-kind of transformer XFMR-3. In addition, the project requires the comprehensive replacement and modernization of the facility control system.

Work includes the demolition of existing control panels, power panels, and communication panels, followed by the installation of new Programmable Logic Controller (PLC) panels, Remote Input/Output (RIO) panels, Human-Machine Interface (HMI) screens, and all associated network wiring, cabling, and conduit infrastructure.

Work to include replacement of the instrumentation for the wet well gate displacement (linear displacement sensors) to be tied into the new control system and updates to lighting to manage the nearing end-of-life of the old metal-halide high bay lights and fluorescent wallpack lights. The contractor will also be responsible for programming the new PLCs and reprogramming the existing Sutron system.

All operations must be carefully phased and coordinated, as facility buildings will remain occupied throughout the duration of contract performance. There is also a bid option for a warehouse-style high bay luminaire lifting mechanism at a low-enough power-per-luminaire to tie into the associated existing lighting circuit. The estimated construction price range for this project is between $1,000,000.00 and $5,000,000.00.
