## Description

NOTICE OF INTENT W91236-24-S-2016 THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, Norfolk District, intends to issue an indefinite delivery indefinite quantity contract, on a sole source basis, to HNTB Corporation (“the Designer of Record”).

This sole source contract action is required for completion of the following scope of work: Multidiscipline design and/or other Architect-Engineering Professional Services as required for design support and construction phase services exclusively for the Southern Expansion Project at Arlington National Cemetery. The Arlington National Cemetery Southern Expansion Project is a highly visible, politically sensitive project with a Congressional interest and heightened public interest.

The goal of the project is to repurpose land north of the realigned Columbia Pike, accomplished by the FHWA DAR (Defense Access Road) project, into an expansion of Arlington National Cemetery. Significant interaction with multiple stakeholders, local, state, and federal governmental agencies, and interested parties is anticipated throughout design and construction. Work may include but will not be limited to any or all of the following:

design services, drafting, planning, programming, cost estimating, topographic or boundary surveys, engineering studies, site investigations, value engineering services, subsurface geotechnical investigation/testing/reports, environmental studies/testing/reports, hazardous materials testing and abatement. Additional services include construction phase support services such as site visits, shop drawing reviews, submittal reviews, and responses to requests for information.

All work must be performed by or under the direct supervision of licensed professional Architects or Engineers. Contract capacity will not be shared with other U.S. Army Corps of Engineers Districts unless specifically required in support of this single program. This is a follow on contract to W9123614D0035.

In July 2014, the Norfolk District issued an indefinite delivery indefinite quantity contract W9123614D0035 to the Designer of Record (DOR): HNTB CORPORATION, 2900 South Quincy Street, Suite 600, Arlington, VA 22206 to perform the scope of work as defined in the original contract. Several task orders were issued against the contract, exhausting available capacity. As the design has progressed, the Project evolved to meet the Cemetery’s requirements.

The contract was modified in July 2019 to provide additional contract capacity for the Designer of Record to incorporate needed design changes in the post 65% design scope and to provide for Construction Phase Services. The current contract will expire July 28, 2024. Continuity during the completion of the design and construction of this megaproject necessitates the need for this contract and DOR’s services ongoing through the end of the construction.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201. All responses received within 15 days of the posting of this notice, will be considered by the Government.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
