The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is W911YU-25-Q-A015. This solicitation is issued as a Request for Quotation (RFQ.) The solicitation document and incorporated provisions/clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-03 (17 January 2025), Defense Federal Acquisition Regulation Supplement Change 17 January 2025, and Service Contract Act Wage Determination #2015-5693, Revision #23.The United States Property and Fiscal Office (USPFO) for Guam, Purchasing and Contracting Division, seeks to enter into Multiple Award Master Blanket Purchase Agreements (BPA) for Digital Billboard Advertising in support of GUARNG Recruiting and Retention Battalion within the Territory of Guam. The total of the BPA Calls (individual orders for services) placed against each master BPA shall not exceed $525,000.00. The maximum limit for any individual BPA Call shall not exceed $35,000.00. There is no guaranteed minimum. A BPA is an agreement, not a contract or purchase order. It is like a charge account that sets forth terms and conditions prior to an actual purchase. The Government is not obligated to purchase any definite amount under this BPA. If need arises, an authorized representative of the Government may issue an order following the procedures outlined in the BPA. If the BPA holder accepts the order, then a binding contract between the Government and BPA holder will exist for the specific order GUARNG will have up to three (3) vendors to support this requirement. Calls/order will be issued among each vendor simultaneously on a twelve (12) month basis among Master BPA holders for GUARNG as request by email.
