**William.t.brown68.civ@army.mil DESCRIPTION:** The Utah Army National Guard, in accordance with Federal Acquisition Regulation (FAR) part 13-Simplified Acquisition Procedures and FAR part 6-Competition Requirements, intends to award a 5-year Blanket Purchase Agreement (BPA) on a Sole Source basis to Utah Communications Authority (UCA) for repeater communication support throughout the State of Utah. FAR 6.302-1(a) is being used to solicit this requirement as a sole source requirement.

The NAICS used for this procurement will be “517810 – All Other Telecommunications” with PSC being “DG11 – IT & Telecom-Network: Satellite Communications & Telecom Service” and the SBA small business size standard of $40 million. UCA is registered in SAM.gov as a large business, therefore a DD2579 small business form will be filled out and submitted.

**STATEMENT OF WORK:**

**OVERVIEW / TASKS TO BE PERFORMED:** Provide emergency telecommunications services support to the Utah National Guard with locations at: Francis Peak, 41.032809, -111.838618. Lake Mountain, 40.282429, -111.937045. Utah Communications Authority (UCA) is the only vendor in Utah that can provide this repeater site space, microwave capability, and communication authority within Utah. This space and microwave usage is needed to maintain communications with our units and State Emergency Operations Center (SEOC).

Additionally, we can communicate with flight operations through these sites and flight operations back to base operations for their routine operations. UCA is approved as the state’s only telecommunication authority throughout all local, state, federal, government, and tribal entities. As a sole source entity for the State of Utah, competition for this requirement will not be pursued.

**PERIOD OF PERFORMANCE:** Year 1 – This service will begin on August 01, 2024 through July 31, 2025 Year 2 – This service will begin on August 01, 2025 through July 31, 2026 Year 3 – This service will begin on August 01, 2026 through July 31, 2027 Year 4 – This service will begin on August 01, 2027 through July 31, 2028 Year 5 – This service will begin on August 01, 2028 through July 31, 2029 INTEREST PARTIES: Interested parties may identify their interest and capability to respond to this requirement to the UTARNG USPFO for Utah Purchasing & Contracting office within seven (7) calendar days from the posting of this notice or by 1000 AM MST 29 JULY 2024. Supporting information must be furnished to demonstrate the firm’s ability to provide the capabilities above.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the USPFO for Utah will proceed with the sole source award to Utah Communications Authority (UCA).
