First, as a program that deploys a single software product to over five distinct Service/COCOM environments not owned or controlled by the program office, we require a data management infrastructure to effectively ingest, aggregate, and analyze disparate operational data (e.g., user feedback, performance logs, technical specifications) and transform it into a prioritized stream of actionable work. Second, we seek a flexible workforce model to acquire and manage agile, multi-disciplinary scrum teams (termed \"Nerd Pods\") based on capability and capacity.
