This notice is intended strictly for market research. The U.S. Government has a requirement for West Point Military Academy interested in procuring Pool Service Technician to perform the leak detection and find the areas leaking in the Cadet Pool and Therapy Pool in . A small business set-aside basis, provided 2 or more qualified small businesses respond to this source sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. The anticipated NAICS code(s) 238220-45 (Pool Leak Detection) the associated size standard of $19,000,000.00.. West Point Military Academy intends to procure Pool Service Technician: Scope of Work : Conduct an underwater inspection and leak detection of the pool system to locate any leaks and identify any failed concealed pipes responsible for water loss less evaporation. Describe the labor and materials necessary to perform the leak detection methods to find the areas leaking in the Cadet Pool and Therapy Pool. Between both pools these two pools located at West Point are losing about 50K gallons a day. See SOW attached In response to this sources sought, please provide: 1. The services shall be provided in accordance with the Scope Of Work Statement. The repair of the leaks is not included in this scope. Work Requirements: Leak detection methods to be used: *Filter equipment and concealed pipes will be isolated from the pool and balance tank by many temporary plugs so this portion can be checked for loss independently. *Balance tank will be isolated from the pool and filter system by temporary plugs so this portion can be checked for loss independently. *Pool will be isolated from the filter equipment and balance tank by temporary plugs so this portion can be checked for loss independently. *Underwater surfaces will be checked for the acoustic signatures of leaks and flows with an underwater microphone, particularly around 52 penetrations and many linear feet of discoloration areas. *Underwater surfaces of the pool and balance tank will receive an up-close visual inspection by diving in them and documenting voids and defects. Suspect areas will receive a dye test that makes a flow of water visible. *Penetrations in the pool and balance tank will be checked for leakage and defects by up-close visual inspection and either the dye test or flow test with a cofferdam. *Concealed pipes below the surface, including the bottom drainpipe, will be tested by isolating with test plugs and making a very low-pressure non-destructive test by detecting any flow from the vessel into the pipe. *Underwater lights and the niche in the pool wall containing them will be tested for any loss by isolating with a cofferdam and detecting any pressure differential caused by escaping water. *Leaks will be documented as to type, location, and approximate rate of loss by written description and underwater photographs. NOT IN THIS SCOPE: *Repair of leaks is not included in this scope. *If a loss is detected in a concealed pipe, the accessible pipe ends will be identified, but additional work with other specialized equipment to locate and document break(s) and hole(s) along the length of the concealed pipe is not in this scope.
