## Description

THIS IS A Blanket Purchase Agreement (BPA) Sources Sought (RFI) Notice ONLY. The U.S. Government desires to procure BPA Lead Based Paint and Asbestos Abatement BPA on a Blanket Purchase Agreement (BPA). This notice is issued solely for information and planning purposes – it does NOT constitute a Request for Quote (RFQ) or a promise to issue an RFQ, IFB or RFP in the future. This notice does NOT commit the U.S. Government to contract for any supply or service.

Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to the sources sought notice. The U.S. Government will NOT pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.

The purpose of a Blanket Purchase Agreement (BPA) Ordering Procedure is to provide the U.S. Army West Point, West Point Directorate of Public Works (DPW in the requirement for SERVICS in ordering for Lead Based Paint and Asbestos Abatement BPA against the established BPAs described in the Performance Work Statement (PWS). The anticipated NAICS code(s) is/are:

562910 Remediation Services A need is anticipated for the Lead Based Paint and Asbestos Abatement BPA against the established BPAs described in the Performance Work Statement (PWS). In response to this sources sought, please provide: Name of the firm, point of contact, phone number, email address, SAM UEI number, CAGE code, and the corresponding NAICS code. Identify whether your firm is interested in competing for this requirement as a prime contractor or not.

**BPA Requirements:** MUST HOLD CURRENT & VALID CERTIFICATIONS & CREDENTIALS Abate, encapsulate, and/or enclose lead-based paint (LBP), lead dust, and any suspected lead contaminated materials on both the interior and exterior of various military facilities, including public buildings and housing. All work will be conducted in accordance with applicable Federal, state, and local regulations. Work in residential and child occupied facilities shall be in accordance with EPA regulations (40 CFR 745).

Characterize and dispose of asbestos debris, contaminated soil, building components, and residue resulting from asbestos abatement activities Abatement: Various processes used to control lead or asbestos containing materials in buildings. There are three (3) alternative methods of abatement: Removal, Encapsulation, and Enclosure. Abatement of friable and non-friable asbestos on both the interior and exterior of various military facilities, including public buildings and housing.

West Point is a federal facility and is not under the jurisdiction of New York State Industrial Code Rule 56 (ICR 56). All work will be conducted in accordance with applicable Federal, state, and local regulations. Work in residential and child occupied facilities shall be in accordance with EPA regulations (40 CFR 745).

Information to help determine if the requirement for Lead Based Paint and Asbestos Abatement BPA is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services.
