## Description

This is a Synopsis Notification (Intent to Sole Source). The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i). "Only one responsible source" is based on the company being the sole developer and provider of the product and/or service and is therefore the only source capable of satisfying the Government's requirement. The Government intends to solicit and negotiate with: PASCO Scientific 1001 Foothills Blvd. Roseville, CA 95747-7100 (800) 772-3800 The following items are required:

**ME-3420 ITEM:** ROTATIONAL INERTIA ACCESSORY QTY: 84 This is considered a sole source to PASCO Scientific because – based on market research and to the best of MICC West Point’s knowledge – PASCO scientific products are proprietary. The vendor does not sell nor supply access to their products through third parties. The NAICS Code Qualifier is 334419; SBA Size Standard is 750 employees. This Notice of Intent is not a request for competitive proposals and no solicitation document is available.

However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized partner / seller of PASCO Scientific. If you are an authorized partner / seller of PASCO Scientific, you must provide written proof from PASCO Scientific. that says you are authorized to supply / sell their products and materials on their behalf (* INFO WILL BE VERIFIED *).

All interested parties must provide the following data with their responses: 1. Company Name and Address 2. SAMs Unique Entity ID (UEI) 3. CAGE Code 4. TAX ID# (aka “EIN” or “TIN”) 5. NAICS Code (must be registered with NAICS 334419 to qualify) 6. Business Size (must specify “Large” or “Small”) 7. Company POC, Email, Phone# 8. Proof (no exceptions) - - a. Authorization letter from PASCO Scientific. that says you are authorized to supply / sell their license subscriptions as well as access to their digital platforms, its contents, and materials on their behalf.

A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for market research purposes to determine a competitive procurement. Responses must be submitted via email only by the No-Later-Than (NLT) closing date and time stated below. Telephone responses or requests will not be accepted. All replies / documents must be submitted via email only to maureen.a.flanagan2.civ@army.mil by NLT February 24, 2024 @ 10:00 AM (EST).
