Aircraft Carrier Hornet Foundation is the only source to replicate a real-world Port Supply Activity(PSA) which simulates a berthed naval vessel. Market research has demonstrated that Aircraft Carrier Hornet Foundation is the only responsible source able to meet the government's requirement for the specified services. Any response to this notice must show clear and convincing evidence that competition for this requirement would be advantageous to the Government.
