## Description

Repair of Phantom V711, VEO 604, and T1340 High-Speed cameras This is a notice of intent to negotiate on a sole source basis with Vision Research, Inc., located at 100 Dey Road, Wayne, NJ 07474. This is for the repair of 3 Phantom High-Speed cameras. Pursuant to 10 U.S.C. 2304 (c)(1) and Federal Acquisition Regulation 13.106-1(b)(1) supplies, services and/or equipment are available from one responsible source and no other type of supplies, services and/or equipment will satisfy agency requirements.

This requirement for Phantom High-Speed camera repair services at The Test Referee Branch of the Test & Evaluation Division (TED) at Dugway Proving Ground (DPG) must be provided by a single source (Vision Research, Inc.) due to the full proprietary rights owned by Vision Research Inc. Though commercially available, Vision Research Inc. is the exclusive manufacturer for Phantom High-Speed cameras and the only one that can do repairs due to the complexity and proprietary nature of the equipment.

These cameras consist of patented features, support hardware, and firmware. Brand continuity is important in maintaining standard operating and analysis procedures along with consistency in field and lab operations. All three cameras requiring repair are routinely used to support field testing of kinetic/energetic events involving projectiles and Unmanned Aircraft Systems (UAS).
