## Description

Market Research, supported by previous acquisition history, ascertained that there were a limited number of businesses under the NAICS code 611512 capable of supporting this requirement as specifically defined by the PWS.

The PWS was amended several times to avoid limiting competition; however, at a point the RA was no longer receiving the service that they require for empowering their SM's to understand and instruct mobility operations utilizing internal UAS and providing the means for 10th SFG to enhance their mission effectiveness in an OCONUS JCET environment to include the Ukraine and other areas where hostile forces are found.

It was therefore determined to be in the best interest of the government to complete this procurement as a sole source award to Flymotion LLC, the only vendor the RA found capable of executing Drone and Mobility Training IAW their PWS. Market Research additionally supported the use simplified acquisition procedures per FAR Part 13. SBP Review 1 May 2024 (House). This is a FAR 13.106-1(b)(1)(i). for twelve (12) days of robust drone and mobility instructional training at MICC Carson.

Only one (1) vendor was found to be capable of performing the instructional service precisely as prescribe in the PWS, Flymotion LLC. OTHERS lacked the technical expertise to provide instruction IAW specifications outlined in the PWS; they utilized drones manufactured in China which is against installation policies; they did not offer military solutions for training; and they did not provide training with complexities of European Theatre in mind.

Therefore, the contracting officer has determined that the circumstances deem only one source reasonably available pursuant to FAR 13.106-1(b)(1)(i). Block 11b. Synopsis is NOT required for This Sole Source Action and the Exception at FAR 5.202 (a) 13 is no longer realistically applied to any requirements.
