Questions are no longer being accepted unless they prove to be critical to proposal submission and in the interest of the Government. The 9K/18K/36K IECU Program represents a comprehensive effort to develop, procure, and field a new generation of small IECUs to replace legacy Environmental Control Units (ECUs) currently in use, which are heavy, inefficient and utilize ozone depleting refrigerants. For this acquisition, based upon program priorities and available funding, four basic “Horizontal Compact” IECU variants will be produced as follows:

1) 9,000 BTUH, 115 volt, single phase, 50/60 Hertz;

2) 18,000 BTUH, 208 volt, 3 phase, 50/60 Hertz;

3) 18,000-BTUH, 230 volt, single phase, 50/60 Hertz; and, 4) 36,000-BTUH, 208 volt, 3 phase, 50/60 Hertz. The Government plans to award a hybrid, single award indefinite-delivery/indefinite-quantity (IDIQ) contract with firm-fixed-price (FFP), fixed-price economic price adjustment (FP-EPA) and a small percentage of cost reimbursable CLINs, of which any combination will constitute a delivery order. The anticipated ordering period will be a total of ten (10) years. *An amendment is forthcoming to:

(1) provide answers to questions asked;

(2) change the 10-year total performance to now be a 5-year base and a 5-year ordering period IAW with DFARS 217.204 (e)(i); and, (3) provide extension to the proposal submission date accordingly.
