## Description

This action was not awarded competitevly due Sole Source justification given by WVA Cameron Longo . Using the Autority FAR 13.106-1(b)(1), Longo had evaluated the marketplace for a company that can manufacture these specific spectrometers according to the Statement of Work, while adhering to our concerns on quality of tooling. Agilent was deemed a suitor since it is the original equipment manufacturer and could produce to the specifications.
