An increase to the contract ceiling is necessary to provide critical, uninterrupted avionics support services, in support of the H-60 Black Hawk program and the PEO Aviation Utility Helicopters Project Office. As noted in the ACC-RSA original Justification and Approval (J&A) for Other than Full and Open Competition dated September 10, 2018. Rockwell Collins is the only contractor that possesses the unique knowledge, skills, experience, technical data, manufacturing, and test facilities to provide the support services and incidental materials required to update, maintain, and sustain the UH-60M MFD avionics suite hardware and the software for the UH-60M BLACK HAWK helicopter. This notice serves as the Government's request for information as required by DFARS PGI 206.302-1(d) and the notice of proposed contract action as required by FAR 5.201.
