## Description

The Government issues a notice of intent to award a sole source contract to LSI, Inc. for the acquisition of Apache AH-64E Maintenance Training Devices for the USG, and Foreign Military Sales (FMS).

**BRIEF DESCRIPTION:** The U.S. Army Contracting Command – Redstone (ACC-RSA) intends to award a Cost Plus Fixed-Fee, Firm Fixed-Price, contract to LSI, Inc. a small business, under the authority FAR 6.302-4 International Agreement. The requirement is for a turn-key solution for physical trainers, virtual trainers, and courseware for the AH-64 Apache- Apache work includes:

AH-64E Maintenance Training Devices, Longbow Procedural Trainers, Virtual Maintenance Trainers, Maintenance Test Pilot Courseware, Operator Courseware, Courseware updates on a brand name or equal basis. Work includes trainers for: helicopter maintenance, avionics, visionics, weapons, electrical systems trainers with fully functioning hydraulic systems, environmental controls, pressurized air systems, gun and ammunition handling systems, flight controls.

Work also includes training for the overhaul and maintenance of the aircraft systems, including system familiarization, component identification, removals, installations, and servicing tasks. The maintenance students will practice procedural tasks for the various aircraft systems on both physical trainers and in virtual reality. The North American Industry Classification System (NAICS) Code is:

333310 – Teaching Machines/Flight Simulators; size standard 1000 employees. Product Service Code (PSC) is:

6910 – Training Aids.

**Period of Performance:** 5 years Estimated Dollar Value: $249M The Government’s position is that due to LSI, Inc. being the U.S. Army’s sole Apache AH-64E maintenance trainer prime contractor any other contractor awarded this effort would be required to utilize LSI, Inc. as a subcontractor. This is largely due to the unique nature of this requirement.

Utilizing a prime contractor other than LSI, Inc. would result in avoidable cost increases and substantial duplication of cost to the Government not expected to be recovered through competition. This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
