## Description

Project Manager Positioning, Navigation, and Timing (PM PNT) will be issuing a follow-on request for information (RFI) to learn from industry partners how they might offer solutions to control production unit costs and sustainment costs. We are interested in looking at all potential ways to reduce costs throughout the lifecycle – to include owning the appropriate level of Government Purpose Rights and having multiple producers of a single design.

Based on the responses to this RFI, future requirement(s) may be set aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

To adhere to the guidance directed by HQDA, communications in the planning and execution of this effort must be made via secure means. Partners that wish to receive the follow-on RFI must complete the attached questionnaire.

The two options of communication are via Secret Internet Protocol Router Network (SIPRNet) -OR- by a non-network information system, with printing capability, authorized to process DoD Controlled Unclassified Information (CUI) and mailed hard copies through United States Postal Service (USPS) certified mail. Documents must be clearly marked as CUI and contain a transmittal receipt/packing slip.

Industry partners will confirm receipt of mailed documents as will PM PNT, when RFI responses are returned via certified mail by signing the transmittal receipt/packing slip and sending a copy to the sender. PM PNT will deliver the follow-on RFI by the partner’s preferred method as answered below.

DO NOT SUBMIT CLASSIFIED MATERIAL WITH THE INITIAL EMAIL REQUEST FOR THE FOLLOW-ON RFI Partners will receive the follow-on RFI by either a valid SIPR email address or a certified package delivered by the USPS (depending on choice from above).

For those receiving hard copies via USPS, no further dissemination is authorized without PM PNT approval, nor should the files be scanned or transmitted via a network information system in accordance with provisions of HQDA guidance. Hard copies of the must be stored via approved CUI safeguarding requirements.
