## Description

The Army Contracting Command – Rock Island (ACC-RI) is issuing this Request For Information (RFI) on behalf of the United States Military Group-Iraq (USMILGP-Iraq) to identify sources for the Security Assistance Mentors and Cultural Advisors (SAMA 3.0) program. The SAMA services will be provided to assist the military and civilian personnel engaged in mentoring and assisting the Government of Iraq (GoI).

Contractors will provide all necessary personnel, equipment, and services to advise and assist USMILGP-Iraq's mission of supporting the Iraqi Ministry of Defense (MoD), Counter Terrorism Service (CTS), and Ministry of Peshmerga Affairs (MoPA). The primary objective is to help these ministries build self-reliant, sustainable systems and improve their ability to organize, train, equip, and sustain all Iraqi Security Forces.

Core contractor activities will support USMILGP-IRAQ by assisting in the assessment of MoD, CTS, and MoPA systems, and subsequently advising and mentoring ministry officials to foster improvement and self-reliance while providing expert cultural advisory and translation services.The goal is to improve integration between Iraqi security institutions and foster long-term resiliency. Performance will primarily occur in Baghdad and Erbil, Iraq, with potential for temporary duty in the Middle East and the United States.

Key personnel require a SECRET security clearance, and all contractor personnel must be proficient in Microsoft Office. This effort will be structured with a 12-month base period, four 12-month option periods and include FAR Clause 52.217-8 Option to Extend Services for up to 6 additional months. The Government will use responses to this RFI to formulate an acquisition strategy, contemplating a best value/tradeoff evaluation.
