## Description

Army Contracting Command &ndash; Rock Island (ACC-RI), on behalf of the Department of War (DoW) Chief Information Officer (CIO), Cyber Academic Engagement Office (CAEO), Workforce Innovation Directorate (WID), Washington, DC, intends to award a sole-source order under the Salesforce Enterprise Contract (EC) IDIQ, Contract No. W519TC-26-D-A009, to Computable Insights LLC, a wholly owned subsidiary of Salesforce, Inc., for software subscriptions and professional implementation services supporting the Cyber Academic Management System (CAMS).

The proposed order will support CAEO in modernizing its digital ecosystem to manage cyber workforce and academic engagement initiatives. The scope includes deploying a Minimum Viable Product (MVP) to automate academic workflows, integrate data reporting, and establish an external stakeholder portal.

The proposed contract action will be awarded on a sole-source basis pursuant to FAR 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Market research indicates that only Computable Insights LLC, leveraging OEM-exclusive capabilities and existing architectural expertise, possesses the required technical access, security authorizations, and platform qualifications to meet the Government&rsquo;s mandated schedule and operational requirements without unacceptable performance risk or substantial duplication of cost. The Army will continuously evaluate emerging capabilities and reassess every 18-24 months.
