## Description

The U.S. Army Contracting Command-Rock Island (ACC-RI), Arsenal Island, Rock Island, IL 61299-8000, on behalf of Project Director Joint Services (PD JS), under Joint Program Executive Officer Armaments & Ammunition (JPEO A&A) anticipates awarding a Firm-Fixed Price (FFP) contract for the repairs and improvements to the Black Powder Facility located on Camp Minden, Louisiana.

The facility is operated by Goex Powder LLC. This award is anticipated for July 19, 2024 and shall be a sole source procurement IAW Subsection 1244(a)(2) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (NDAA FY2023), as amended by section 1242 of the FY24 NDAA. The U.S. Government (USG) has determined that it is necessary to award this action as a Sole Source procurement, as to not interrupt ongoing Black Powder production.

There is only one qualified supplier of Black Powder for the U.S. Government, and the contract shall be awarded to Goex Powder LLC (UEI - GA14AUW89YL8) This requirement is for critical safety repairs and improvements to the black powder facility buildings, located on Camp Minden. The projects are as follows:

repairs/replacement of damaged metal roof panels and rotten decking; shoring of building structures while performing structural repairs; replacement of damaged beams, joists, trusses, piping, and insulation; and upgrades to ventilation. These repairs and replacements are needed to allow operations to safely continue and decrease the risk of events that would interrupt production.

These repairs/improvements will also allow the facility operator to significantly increase the production capability of black powder annually. This will increase the Department of Defense's (DoD) ability to build stocks and support current requirements of critical munitions and defense articles and provide material and related services to the Government of Ukraine. Total contract value is estimated at $17,000,000.00.
