## Description

This announcement constitutes a Request for Information (RFI) notice for planning purposes only. This request does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the services identified in response to this notice. No solicitation documents exist at this time.

Participation in this RFI is neither mandatory nor is it requisite to future participation by a Contractor or any potential future solicitations/contracts.

The Office of Program Management – Saudi Arabian National Guard (OPM-SANG) in support of the Saudi Arabian Ministry of National Guard (MNG) is seeking additional information from vendors of telecommunication products in the Kingdom of Saudi Arabia: The contractor shall provide telecommunication services as described within the Performance Work Statement (PWS) to MNG Students and their accompanied dependents who are attending training courses in the United States.

OPM-SANG and the Army Contracting Command-Rock Island (ACC-RI) are seeking vendors to provide feedback, questions, or concerns or information from interested contractors who could provide services in accordance with PWS, “DRAFT PWS for STC Mobile Phone Services 04 Apr 24”. Please provide responses to this RFI to Mrs. Amanada Smith, Amanada.l.smith.civ@army.mil and Mrs. Holly Gibbs, not later than April 19, 2024. All responses shall be via e-mail. No phone calls please. Responses to this RFI will not be returned.

The Government is only seeking comments, concerns, and recommended changes/improvements to the attached PWS. No reimbursement will be made to respondents for any costs incurred in responding to this RFI in response to this announcement or any follow-up information requests. Information contained herein is based on the best information available at the time of publication, it is subject to revision, and is not binding upon the Government. Availability of any formal solicitation will be announced under a separate SAM.gov Contract Opportunities Announcement. Please provide answers to the Questions Below:

QUESTIONS FOR INDUSTRY 1. Does your company have a business license and VAT certificate for the Kingdom of Saudi Arabia (KSA)? 2. Are there any capabilities as outlined in “DRAFT PWS for STC Mobile Phone Services 04 Apr 24”, that your company would not be able to meet? Specifically including but not limited to PWS items below:

1.1. The Government shall be permitted to use devices already owned by the Government, or purchased by the Government after award of this contract or during the performance period. Devices are not required to be purchased under this contract; however, the contractor shall provide services to any device that works within the Kingdom of Saudi Arabia (KSA). 1.2.

The Contractor shall be responsible for providing monthly bills in English for separate accounts, a process for ordering new cellular/data lines of services, and an English speaking customer service team or designated account representative. 1.3.

The Government prefers a primary carrier, which owns the network equipment and spectrum and is responsible for creating and operating the mobile network as this allows scalability and wider available options within the KSA and outside of the KSA with features beneficial to government operations. Any submission by a non-primary carrier shall demonstrate the ability to provide services, capabilities, and scalabilities similar to a primary carrier.
