## Description

The Government hereby submits a notice of intent to directly award two new Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for the Intellectual Property (IP) and Technology Transfer (T2) Data Management System Pilot Program. This requirement is in support of the Office of the Assistant Secretary of the Army (Acquisition, Logistics, and Technology) (ASA(ALT)) / Office of the Deputy Assistant Secretary of the Army (Research and Technology) (DASA(RT)).

The authority for the direct awards is 10 United States Code (U.S.C.) 3204(a)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only One or a Limited Number of Responsible Sources and No Other Supplies or Services will Satisfy Agency Requirements. The period of performance for this effort will be a five, one year ordering periods.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the requirement. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.

The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
