Amendment 6

The purpose of this amendment is to provide answers to questions that have been received up to 9/15/2026.

1. I recommend the &ldquo;R-axis&rdquo; which can set the height of the back gauge fingers from the control or the program made by the operator

This saves time and enhance factory safety

	Government prefers 4+1 Axis(Y1, Y2, X, R, and V for crowning.

2. You indicate that the bid is under the Buy American Act, but then you say it is set aside for 1009, Small Business Enterprise. We are a small business and would be offering a machine made in Turkey with the final assembly in the U.S. Before we spend a lot of time on this bid, please confirm if made in Turkey is acceptable.

	Yes, equipment from Turkey is acceptable. As a NATO ally, Turkey is a designated DFARS Qualifying Country (DFARS 225.872-1). Under DoD regulations (DFARS 252.225-7001), qualifying country end products are evaluated on an equal basis with domestic products under the Buy American Act.

3. In our many years of offering and delivering equipment to U.S. government, which we supply from our factories, we also prefer to work with the owner/bidding authority to get the name of local rigors and electricians. If you could provide this information, it would be helpful. We do not want to receive the PO and pick a sub for these activities with whom you may have had a bad experience.

	No, the Government cannot provide names or recommendations. Recommending specific private vendors violates federal procurement neutrality and ethics rules (FAR 3.101-1). Base electrician will perform connection services.

4. In your responses, you talk about what your material thicknesses are and what type of punches and dies you need. What are the required V opening sizes for the multi-V dies? Please provide specs.

	The required V-opening size for a multi-V die is generally calculated by multiplying the actual material thickness by 8 for standard mild steel, known as the "Rule of Eight".

	Multiplier Guidelines by Material

		Thin materials (&le; 3 mm): Multiply thickness by 6 to 8.

		Mid-range mild steel (3 mm to 12 mm): Multiply thickness by 8.

		Heavy plate (> 12 mm): Multiply thickness by 10 to 12.

		Aluminum: Multiply thickness by 5 to 6.

		Stainless steel: Multiply thickness by 10 to 12.

		High-strength steel: Multiply thickness by 12 to 15

​​​​​​​5. ​​​​​​​You also have a question regarding punch dimensions. To me, your specs are not clear as to what specified tooling you require to be in the bid in a number of instances. As is the case with us, the manufacturer provides a punch and matching die, whether single opening or 4-way. This combination would not work for what you list. When you list specific tip working angles of 30..90 as a gooseneck punch, this is generally a special tool. With many specifications, we can certainly provide anything that is offered in the industry standards.  Please provide clarification.

	Basically we are looking for the general tooling, we won&rsquo;t know what specifics we will need until we have the machine and start working material.

The purpose of this amendment is to provide answers to questions that have been received up to 9/13/2026 and to change the required delivery date on CLIN 0001/0002 to 31 January 2026.

Does any wage determination, prevailing wage schedule, Service Contract Labor Standards requirement, certified payroll requirement, or contractor trade-license requirement apply to CLIN 0002?

	No, it does not apply

The requirement calls for certified heavy machinery riggers, while Amendment 4 states that riggers will need Real ID for facility access. Is any specific rigger certification or license required in addition to the Real ID and EAL access requirements?

	No specific rigger certifications or licenses are required

Our understanding of Amendment 4 is that the on-site installation electrician will perform the final electrical connection, and that the contractor/manufacturer should not include facility-side electrical wiring to the disconnect/panel. Please confirm.

	The on-site electrician will perform the final connection

The solicitation pricing schedule lists CLIN 0002 as quantity 1, unit EACH, while the current notice description identifies CLIN 0002 as quantity 1 Job (JB). Which unit should quoters use on the completed pricing schedule?

	Each or Job is acceptable as long as the quantity is 1 (one)

We have a machine option that meets the technical as well as DFAR requirements, however, the manufacturer is currently quoting approximately 14&ndash;16 weeks for delivery. Is November 30 a firm required delivery date, or would the Government consider an otherwise compliant offer with a delivery date beyond November 30 (approximately 1 month later)?

	The November 30 delivery date is the Government's preferred delivery target; however, it is not a mandatory pass/fail technical threshold. The Government will consider and evaluate technically compliant quotes that propose a firm delivery and installation completion date on or before December 31. Offerors must explicitly state their best realistic delivery lead time (in weeks after receipt of order) within their technical proposal, which will be binding upon contract award.

The purpose of this amendment is provide answers to questions that have been received up to 9/10/2026.

The solicitation includes FAR 52.225-3/52.225-4 and provides for identification of &ldquo;Other Foreign End Products&rdquo;; however, the solicitation also states that the offered machine must be manufactured in the United States, a DFARS qualifying country, or a TAA-compliant country. Please confirm whether an end product manufactured in China may be offered and evaluated under FAR 52.225-3, or whether Chinese-origin equipment is specifically excluded from consideration.

	Equipment manufactured in the People's Republic of China (or any other non-qualifying, non-TAA compliant country) is SPECIFICALLY EXCLUDED from consideration and will be evaluated as TECHNICALLY UNACCEPTABLE.

Can you provide more details on the electrical run. Conduit type, for instance. Will it be overhead or along a wall? Is a scissor lift required for electrical install? In the RFQ, it stated that the government would wire to a disconnect and only the final connections would need to be made. The additional information provided, seems to contradict the RFQ by stating that the electrical would be run from the main panel?

	Conduit is in the floor, installation electrician is on site, electrical panel is 35-40 ft away.

Does the electrician need special certifications to work onsite?

	Installation electrician is on site

Also, for the riggers, do they need special certifications to work onsite?&rdquo;

	They will need a Real ID to get on base.

Electrical Connection: Further clarification is needed. Please confirm that the Government/end user will provide the electrical drop, disconnect, and required electrical connection so that the machine can be connected and placed into service at installation. By law, the manufacturer or rigging contractor cannot perform electrical wiring.

Facility Access: Please advise what credentials or forms of identification will be required for the freight carrier, rigging crew, manufacturer&rsquo;s technician, and/or trainer to enter the facility.

		The Contractor shall furnish and deliver one (1) new (not refurbished or prototype) Industrial CNC Hydraulic Press Brake meeting the following minimum salient characteristics:

			Tonnage Capacity: 140 to 150 Tons of hydraulic bending force.

			Bending Bed Length: Minimum 120 inches (10-foot) total usable working length. Cannot exceed 10-feet working width

			Clearance Between Side Frames: Minimum 100 inches internal clearance to accommodate standard sheet widths.

			Physical Footprint Envelope: Total assembled machine footprint shall not exceed 156 inches (13 feet) in width.

		The Contractor shall provide all labor, supervision, specialized equipment, transportation, and rigging necessary to perform complete delivery, inside placement, mechanical setup, and operational verification of the equipment provided under CLIN 0001:

			Freight & Delivery (F.O.B. Destination): Transport machinery to the designated government facility delivery address with liftgate or dedicated flatbed coordination.

			Offloading & Heavy Rigging: Provide certified heavy machinery riggers, skates, and forklift/crane equipment capable of safely offloading the ~14,000&ndash;16,000 lb machine, transporting it through facility doorways/bays, and placing it onto the designated workshop concrete slab without damaging facility infrastructure.

			Mechanical Leveling & Anchoring: Level the machine to manufacturer tolerances and anchor/secure the chassis to the concrete floor per standard engineering safety guidelines. (Note: Facility electrical wiring up to the disconnect box to be provided by the Government; final hookup coordination by Contractor).

			Hydraulic Fluid & Commissioning: Fill the hydraulic reservoir with appropriate industrial-grade hydraulic fluid, verify pump pressures, test emergency stop/light-curtain systems, and perform a live test bend on government-furnished material to verify 2-axis CNC repeatability.

			On-Site Operator Training: Provide a minimum of four (4) to eight (8) hours of comprehensive on-site operator training for up to four (4) government personnel, covering machine startup, CNC programming, tool changes, basic maintenance procedures, and safety protocols.

(2) Attachments

The only attachment to this solicitation is the Solicitation Document titled W50S7L-26-Q-A004.

(3) Evaluation

This acquisition will be conducted using Best Value evaluation procedures. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, represents the best value to the Government, price and other factors considered. All evaluation factors are approximately equal in importance.
