## Description

This is a combined synopsis/solicitation to award multiple Blanket Purchase Agreements (BPAs) for non-personal commercial lodging services near Camp Mabry, Austin, TX. This synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 and is supplemented with additional information included in this notice. This announcement constitutes the only solicitation.

The synopsis/solicitation number for this procurement is W50S78-25-Q-CF03, Lodging Services for Austin, and is using Simplified Acquisition Procedures under FAR 13.5, Simplified Procedures for Certain Commercial Items for multiple award BPAs. Each awarded BPA shall have up to 24 months period of performance (POP) with a minimum order value of $1.00 up to the established ceiling of $250,000.00.

**NOTE:** The ceiling can be increased/decreased at any time by the Contracting Officer via a bilateral modification to meet current/future needs. Such instances can include COVID-19, national disasters, and/or any instance/reason the Government determines the need for increased/decreased lodging services are needed. The Government is seeking to contract directly with hotels only; third-party vendors will not be considered.

Contractors who want to be considered for a BPA shall submit no more than a TWO PAGE capability statement showing their aptitude/capability to meet all requirements defined in Attachment One (1) – Performance Work Statement (PWS). The capability statement shall include the following:

Contractors Name (Doing Business as (DBA) Name). Physical Address. Point of Contact to include name, phone number, and email address. Verification of SAM Registration and UEI/ Cage Numbers. Capability statement showing how the Contractor can meet all requirements of this solicitation including: ability to block off rooms for reservation within the approved GSA Per Diem Rates; Compliance with Attachment One (1) – PWS and Attachment Two (2) – Terms and Conditions.

**BPA Solicitation Evaluation:** Factors Other Than Cost or Price. The following factors shall be used to evaluate offers: Technical Capability of the Hotel. Technical capability of the hotel shall be determined by the following:

distance from Camp Mabry in accordance with Performance Work Statement, inclusion of free parking, ability to block rooms, confirmation of pricing within the GSA per diem rate. *The BPA Solicitation evaluation will differ from the BPA CALL Solicitation Evaluations, please refer to the PWS, Section C.4 for Competition, Evaluation, and Award for a BPA CALL.
