The requirement also includes removal of any unnecessary brand name or equal, and basis of design references and replace them with salient characteristics, and a re-baselined construction cost estimate. The scope of this work is anticipated to be a period of performance of 40 days. Further, an option for Type C, Construction Support Services is required for project oversight during Construction project phase. Type C services include documenting and providing answers to contractor’s requests for information, submittals, attendance and records at progress meetings, review of lab results, preparation of as-built drawings, and a number of site visits to inspect the building during construction to ensure the construction contractor is following the design. A sole source justification was signed using the authority of 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A), Substantial Duplication of cost to the Government that is not expected to be recovered through competition. That justification recommends a sole source award to the Designer of Record: FSB Federal Design Group JV (UEI: H1DKULSE8B89) at 5801 Broadway Extension, Suite 500, Oklahoma City, Oklahoma 73118-7486.
