There will be no written solicitation issued. This procurement is being made pursuant to FAR 13.106-1(b)(1), Soliciting from a single source. All qualified sources must respond not later than the date and time specified under General Information within this special notice. A determination by the government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
