The Government intends to award one contract to the responsible Quoter whose quotation represents the Best Value to the Government. The Government intends to award a FFP contract resulting from the RFQ to the responsible Quoter whose quotation conforms to the RFQ; meets the technical and management requirements of the Performance Work Statement (PWS); and is the lowest price. Quoters shall complete the SF1449 and submit a quotation with the following information: cover letter, management approach, technical approach, and cutover plan. Submitted quotations shall be valid for 90 days after the closing date of the RFQ. When returning the solicitation (standard form 1449), please complete the following: 1.
