Market research indicates AAR Mobility Systems is the only vendor manufacturing/distributing the ISU-90 4-Door tan499 container that meets the salient characteristics provided by the requirement owner for transportation of the Disaster Response Beddown System (DRBS) in C17 aircraft. ISU-90 cargo containers are certified by the U.S. Department of the Air Force for Air Transportability. Air Force Joint Service Manual 24-204, Chapter 11 Attachment 21 states that \"If a container can be accessed in flight (i.e. use of hazardous material panel) it is permissible to airlift hazardous material in an ISU Container\". Based on market research, the Government concluded that AAR mobility systems is the only vendor capable of meeting the requirement. It is not in the best interest of the Government to pursue competition until other manufacturers/distributors can meet the salient characteristics of ISU-90 storage containers to transport the 176CES's Disaster Relief Beddown System (DRBS) in C17 aircraft. When market reserach indicates a compeititve market exists to procure requirements, the 176MSC will always pursue competition. A quote will be solicited from a sole source under the authority of FAR 13.106-1(b)(1). Approval for sole source is in accordance with section 2304(f) of Title 10 U.S.C. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the government. Vendors that believe they can provide the original equipment manufacturer products required are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the government to compete this proposed contract based on responses to this notice is solely at the discretion of the
