## Description

The 176 Mission Support Contracting (176 MSC) office at JBER, Alaska intends to award a sole source purchase order to Teall Property Groups LLC (TPG), who has an exclusive partnership with the Alaska School Activities Association, Inc. (ASAA) to manage ASAA's multi-media and sponsorship rights. Market research indicates TPG is the only contractor capable of satsifying this requirement. The State of Alaska’s education regulations, specifically 4 AAC 06.115, outline the governance of interscholastic activities.

These regulations recognize the necessity of a centralized, nonprofit association and lists ASAA by name to administer and promote these activities effectively, economically, and fairly. Based on market research the Government concluded that TPG, in cooperation with ASAA, is the only contractor capable of meeting the requirement. It is not in the best interest of the Government to pursue competition until other non-profit organizations can meet the requirements identified in State of Alaska regulation 4 AAC 06.115.

When market research indicates a competitive market exists to procure requirements, the 176 MSC will always pursue competition. A quote will be solicited from a sole source under the authority of FAR 13.106-1(b)(1). Approval for sole source is in accordance with section 2304(f) of Title 10 U.S.C. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the government.

Contractors that believe they can provide the services required in accordance with 4 AAC 06.115 are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the government to compete this proposed contract based on responses to this notice is solely at the discretion of the government.
