The 176th Wing (176 WG) Alaska Air National Guard, at Joint Base Elmendorf-Richardson (JBER), Alaska (AK) is currently conducting market research seeking capability statements from potential sources that have the ability to meet the requirements outlined in the attached draft Performance Work Statement (PWS). The NAICS code for this acquisition is 541613, “Marketing Consulting Services” and the size standard is $19 million. The PSC/FSC Code is R701, “Advertising Services”. The NAICS is to be used for market analysis only to determine the availability of potential small business categories for potential set-asides. Work to be included in this project consists of: DESCRIPTION OF WORK: The 176 WG AK Air National Guard (ANG) recruiters have a need for recruiting and advertising services that will enable 176 WG recruiters to showcase the ANG with a targeted campaign in Anchorage, Alaska’s largest city center. Simultaneously, the effort will extend outreach to rural populations across the state, leveraging championship events, STEM events, and various other activities that draw athletes, their families, and other candidates that fit the ideal target demographic of potential military recruits. Potential services include (also see PWS for more details): Showcasing and promoting the ANG at all state-wide high school STEM and athletic activities Stand up recruiting booths, display banners, run advertisements, and conduct PA announcements across the various events Provide various logo placement at events and on the contractor’s website Provide full page ad placements in online programs Place bathroom mirror sticker promotions across several bathroom facilities of applicable event locations Host an Alaska Air National Guard vs Alaska Army National Guard basketball event Run :30 and :15 second commercial spots (on rotation) for all streamed events Allow for on-site participation/presence at various events to include participation in various awards ceremonies and on-court opportunities (as applicable) Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e., SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Government reserves the right to consider a small business set- aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. All interested contractors shall submit a response demonstrating their capability to provide recruiting and advertising services in accordance with the Performance Work Statement (PWS), along with the primary and alternate point of contact listed below.
