Only one authorized supplier, American Industrial Hygiene Association, has the only asbestos proficiency testing program in the United States. Any purchase order will be awarded under 'other than full and open competition' as authorized by FAR 6.302-1. This is not a request for offers. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
