The following features are desired: -Establishment of pre-loaded accounts (with manual replenishment capability), -Online access, -Automatic notification when pre-loaded funds fall below the replenishment thresholds (which may occur daily, until pre-loaded funds are replenished), -A method of receiving an initial number of transponders and additional transponders (with new accounts, or added to existing accounts), as new demands materialize, -Capability for using transponders in both Government owned vehicles and commercial rental vehicles.
