This is a follow-up announcement to the Sources Sought, VH-92-SACBOA-SS001, previously posted to SAM.gov on 8 February 2021. The Sources Sought announcement is now closed. No response was received. NAVAIR intends to negotiate and award a delivery order under Basic Ordering Agreement (BOA) N00019-23-G-0002 to Sikorsky Aircraft Corporation (Sikorsky), a Lockheed Martin company on an other than full and open competition basis. The resultant order will be for VH-92A power margin increment 2 rotor blades design, integration test and certification efforts. Sikorsky is the only known source with the knowledge, experience, expertise and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, \"Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.\" This notice of intent is not a request for competitive proposals. However, interested parties are requested to submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received by the Government within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete these proposed contract actions based upon responses to this notice is solely within the discretion of the Government.
