RFQ1782209, Reference #.PIID HTC71125QE151, has been posted on General Services Administration (GSA) Multiple Award Schedule (MAS) 54151S as a 100% set aside for Small Business. The RFQ closes on 14 October 2025 at 12:00 PM EDT. This requirement is for Joint Operation Planning and Execution System (JOPES) and TransViz Functional Management Support that will provide daily operational functional support for JOPES and TransViz applications.

Tasks include user account management functions, conducting functional user testing, identifying system and data anomalies, resolving data errors, monitor systems availability and connections, managing training requirements, arranging training, conducting training, duties as an application website Gatekeeper, generating metrics, providing assistance to USTRANSCOM personnel including its component commands, and act as a liaison with others outside of USTRANSCOM.

USTRANSCOM seeks a solution that will successfully contribute to USTRANSCOM using JOPES and TransViz so it can deliver timely transportation solutions for the Joint Deployment and Distribution Enterprise. USTRANSCOM is seeking information about what solutions currently exist in the market and is interested in learning about what information industry may need to scope a logical roadmap to succeed. This announcement constitutes an RFI for informational and planning purposes only.

THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry’s response to the RFI?—or lack thereof—will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released.

The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government. Proprietary information submitted shall be appropriately marked. Do not submit confidential information in your response. **Note** USTRANSCOM will NOT be responsible for any costs incurred by interested parties responding to this RFI.

Please see the attached Request for Information (RFI) and Draft Performance Work Statement (PWS) The anticipated base period of performance is 01 October 2025 – 30 September 2026 with four 1-year option periods. Additional notional dates for this requirement (for planning purposes only) will be posted at a later date.

**NOTE:** Generic capability statements received in response to this RFI will not be reviewed and will not be considered for a one-on-one meeting.

**RFI Responses:** Responses to this RFI must be received by the points of contact (POC)s identified in Section 1.1 of the RFI no later than 4:00 PM CT on Monday, 09 December 2024.
