A consortium has been established to develop prototypes directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense (DOD), or to improvement of platforms, systems, components, or materials in use by the Armed Forces. This Request for Solutions (RFS) is issued under the Training and Readiness Accelerator II (TReX II) OTA in support of the Test Resource Management Center (TRMC). Please note that any projects awarded in response to the RFS will include the following statement relative to the potential for follow-on production: \"In accordance with 10.U.S.C. 4022(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or non-procurement transaction without the use of competitive procedures.\" Interested parties are directed to https://www.trexii.org/ to obtain information regarding this Request for Solutions. A Request for Solutions for these efforts was issued to the TReX II consortium on 16 January 2024, which resulted in the submittal of 2 total responses. As a result of the competition, the prototype project was awarded to Advanced Technology International, Inc. (ATI) as the managing prime to XL Scientific LLC dba Verus Research. The total value of this prototype project, if all milestones and options are exercised, is $6,650,798.00. The goal for the program is to obtain “game-changing,” revolutionary high-risk/high-reward advancements that propel the ability to perform DoD T&E activities, thus mitigating the timeframes of associated military capability obsolescence. Prototype pursuits may also be in support of TRMC’s Central Test and Evaluation Investment Program (CTEIP). The prototype’s desired objectives consist of the following: • Produce a prototype Ship Electromagnetic Acquisition System (SAES). • Develop and integrate data acquisition hardware and software suitable for low level continuous wave illumination (LLCWI) and high-level direct drive pulses for Electromagnetic Pulse (EMP) Survivability assessments. • Enable measurements over distributed areas on-board a ship. • Software enables control of data acquisition from a test center and employ modular open systems architecture techniques.Develop a capability that is needed to support assessment of the survivability of ships in nuclear threat induced environments, specifically electromagnetic pulse (EMP). The final solution will consist of developed hardware and software, where hardware (the system) will enable measurements over a distributed area on-board a ship and software will enable control of the data acquisition from a test center and employ modular open systems architecture techniques. Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded.
